The UNFCCC Secretariat is developing a new category of CDM rules and procedures: “Standards”. Standards are meant to consolidate existing decisions and guidance. The Secretariat presented the first Standards on Programme of Activities (PoAs) in a recent stakeholder workshop.

The workshop marked a change in the way the Secretariat interacts with Designated Operational Entities (DOEs) and project developers.

Four Standards focussed on PoAs covering (i) the inclusion criteria, (ii) use of multiple methodologies, (iii) demonstration of additionality, and (iv) sampling. While the first two received broad support, the latter two need further improvement.
