In its 63rd meeting, the CDM Executive Board (EB63), upgraded the Guidelines for Demonstrating Additionality of Micro-scale Project Activities (the Guidelines) to version 03 and included additional updates. However, the new guidelines fail to resolve an essential flaw: the capacity cap introduced for project activit is confirmed to equally apply to CDM programme activities (CPAs).
