This paper aims at providing some clarity on the options available for nesting project-level activities with national, and possibly subnational, accounting frameworks in the context of reducing emissions from deforestation and degradation, and for the conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries (REDD+).
There is consensus in climate negotiations that efforts associated with Reducing Emissions from Deforestation and Degradation (REDD+) will ultimately be measured and rewarded based on national-level accounting systems. But while developing countries build capacity to implement and manage these national systems, initiatives are evolving rapidly at the state, provincial and project levels, and were formally acknowledged in the Cancun decision of the UNFCCC. Integrating these different accounting scales will be crucial to ensure the environmental integrity of the system as a whole and to mobilizing finance.
This briefing document presents the issues and options stemming from the ‘nesting’ of REDD+ projects developed at the local level with broader subnational or national systems.
The work includes the development of analytic documents, policy dialogue and demonstration activities in key countries.
