Climate Focus suggests focusing on environmental benefits in additionality testing

Following the request for inputs on additionality by the CDM Executive board, Climate Focus has submitted its views on additionality testing. According to Climate Focus a CDM project activity should be considered additional if it reduces emissions below the baseline. The question of “why” a project is implemented which is an important issue in the “Tool for the demonstration and assessment of additionality” currently used in most CDM project activities should be left out of additionality testing.
