Projects : ETS Trainings in Kazakhstan

Climate Focus, together with experts from the Dutch government, supports Kazakhstan with the design and implementation of an emissions trading scheme (ETS). Our role is to bring policy-makers and private sector representatives in contact with policy-makers, traders and operators of ETS installations in the Netherlands. Since the Netherlands have participated in the European ETS from the system’s inception in January 2005, other countries can benefit from lessons learned in the Netherlands and Europe.

The Ministry of Environmental Protection of the Republic of Kazakhstan (MoEP) is implementing a domestic ETS to control and reduce the emission of greenhouse gasses from large emitters in Kazakhstan. The European ETS acts as a model for the Kazakhstan ETS to keep the possibility open of linking the scheme to that of the EU.

To enable stakeholders in Kazakhstan to benefit from the experience in the Netherlands, the Kazakhstan Ministry of Environment submitted a project proposal to the ‘Government to Government programme’ (G2G) of NL Agency. The proposal foresees trainings for both the public and the private sector in Kazakhstan. NL-Agency launched a G2G project and contracted Climate Focus together with the Central Asian Regional Environmental Centre (CAREC) for support.

The project will have three separate activities: a study tour for private and public sector representatives from Kazakhstan to the Netherlands; a seminar in Kazakhstan for ministries and associated agencies in support of the implementation and operation of the scheme and trainings by experts from the Netherlands and Ministry of Environmental Protection of Kazakhstan for the private sector in Kazakhstan. The trainings for the private sector will target companies with a compliance position under the future ETS and service companies that can support the ETS. The project will be finalised by July 2011.
