23 June 2010
VietNamNet Bridge published Charlotte Streck’s article about Vietnam’s role in REDD+ on occasion of a Hanoi Conference on Payment for Ecosystem Services from REDD. The article discusses Vietnam’s active involvement in REDD+ related activities over the past 20 years, signaling how it serves as a model for the ‘plus’ component of REDD+, and can further develop its policies and programs.
The article highlights Vietnam’s success in regaining lost forest cover through reforestation activities and describes the country as regional pioneer in REDD+ implementation. Despite the success of reforestation programs, forest degradation remains an important problem in the country. Improved sustainable forestry and community forestry schemes, which also present development opportunities to rural populations, may provided solutions. A fair sharing of benefits with rural communities will be crucial for Vietnam’s REDD+ efforts, in addition to coordination of policies at national and local levels as well as stable systems of land tenure and community rights. These challenges must be confronted within a context of high level government support and coordination of efforts and resource deployment across the country.
The article also discusses two Forest Protection and Development Funds operating in Vietnam, and the potential role of such financial management mechanisms in administering REDD+ resources. It concludes with outlining international REDD+ funding that can support the country’s continued regional leadership and strengthen the important progress to date.
