Policy Development
Applying existing knowledge is one thing, but developing new insights is our key to staying at the forefront of the carbon market. Climate Focus participates in policy development, scientific research and tests new concepts on the ground. The next step is to share the knowledge and apply it through presentations and publications and by letting you know what we find.
Climate Focus seeks to translate practical and scientific ideas into workable climate change policies while bridging the alleged gap between project developers and policy makers. We advise and support governments in developing and implementing emissions trading modalities. Collaborating with academia, nongovernmental organizations (NGOs), international organisations and national governments, we are actively engaged in the debate on improving climate change policies.
Developing Insights
Climate Focus develops and proposes new ideas for improving the emissions trading markets. Among our partners and clients in this field are the World Bank, the European Union, the secretariat to the United Nations Framework Convention on Climate Change (UNFCCC), the Global Public Policy Institute (GPPI), and the Centre for International Sustainable Development Law (CISDL).
Our key services in this area include:
- organising workshops and training events on Kyoto Protocol, the Clean Development Mechanism (CDM), Joint Implementation (JI) and European Union Emissions Trading Scheme (EU ETS) related issues;
- writing policy papers;
- research and scientific collaboration with research organisations and academic institutions;
- drafting research papers and implementation notes;
- contributing to debating forums; and
- participating in working groups in the European Union, international bodies and business associations.
Assisting governments
We assist governments in establishing the institutions and procedures necessary to fully participate in emissions trading. We advise governments of developing and industrialised countries including: Belgium (Flanders), Bulgaria, China, Denmark, Indonesia, Kazakhstan, Liechtenstein, Ukraine and Vanuatu.
Our services for governments include:
- preparing and reviewing legislative procedures;
- preparing strategy papers;
- dedicated training for private and public sector entities in developing countries and economies in transition;
- preparing reviews of business, industry and energy sectors;
- organising and hosting workshops;
- moderating decision making processes, taking the opinions and positions of relevant stakeholder into account;
- assessing of capacity, management structure and the effectiveness of organisations; and
- background support to international climate policy negotiation teams.
